On December 22, 2022, Appalachian State University, d/b/a/ New River Light and Power Company (NRLP) filed an application for adjustment of general base rates and charges applicable to electric service in its service area in North Carolina effective January 21, 2023. NRLP is an operating unit of Applacian State University that serves the electric power needs of ASU and retail customers in the Town of Boone and its surrounding areas.

NRLP has a total of approximately 8,900 metered customers. The proposed rate increase is expected to produce $2,598,393 in additional base rate, purchased power, and miscellaneous service fee revenue, a net overall increase of approximately 13.97% over current revenues, including purchased power revenue. The present base rates have been in effect since 2018, with annual purchased power adjustments.

NRLP’s request is based on a number of factors, including new capital investments for a new substation, new control system, undergrounding distribution lines in residential areas experiencing higher than average outages, renovation and expansion of a warehouse and office building, and rebuilding the laydown yard used for storing large inventory items.

The Commission has scheduled a public witness hearing on May 23, 2023 at 7:00 p.m., in Courtroom 1, Watauga County Courthouse, 842 West King Street, Boone, North Carolina, 28607. This hearing is for the sole purpose of receiving the testimony of public witnesses. Here is information on how to testify before the Commission.

The Commission has scheduled an expert witness hearing on July 10, 2023 at 2:00 p.m. This hearing is for the purpose of hearing testimony from expert witnesses, including NRLP and the Public Staff. There will not be an opportunity for citizen testimony at this hearing, but members of the public may watch the hearing via YouTube from a link that will be available on this website the day of the hearing. This hearing will be held in Commission Hearing Room 2115, Dobbs Building, 430 North Salisbury Street, Raleigh.
