On May 20, 2021, Currituck Water and Sewer, LLC (Currituck) and Sandler Utilities at Mill Run, LLC (Sandler) filed an application to transfer the wastewater system and the public utility franchise for serving Eagle Creek Subdivision, Mill Creek Golf Club, and Moyock Middle School in Currituck County from Sandler to Currituck.

Once the acquisition of these systems is complete, Currituck intends to make capital improvements including renovations to the wastewater treatment plant, renovations to and reactivation of the effluent infiltration pond, and conversion of the wastewater collection system from a vacuum collection system to a gravity collection system. Currituck estimates the costs of these improvements to be about $3 million.

The Public Staff of the Utilities Commission estimates that these improvements will increase rates for residential wastewater service by $63.42 per month, which would be in addition to the current monthly charge of $52.60. (The Public Staff is a separate agency charged with investigating utility matters and representing consumers in proceedings before the Commission.)

The Commission has scheduled a public witness hearing in this matter which will be held via two sessions on February 2, 2022. Both sessions will be held remotely via Webex, with people participating over the telephone. The first session will begin at 1:30 p.m. and finish by 4:30 p.m. The second session will begin at 6:30 p.m. and end by 10:30 p.m. Members of the public who would like to testify must register in advance by 5:00 p.m. January 19, 2022, by sending an email to ncucpublichearing@ncuc.net or by calling 919-733-0837. When registering, please provide your name, the docket number (W-1333 Sub 0), the exact phone number you will be calling from to provide testimony, which session you wish to speak at, and the topic of your testimony.

The Commission has also scheduled an expert witness hearing where the utilities, the Public Staff, and other parties will provide expert witness testimony and cross examine each other’s witnesses. This hearing will be held in Commission Hearing Room 2115, Dobbs Building, 430 N Salisbury, Raleigh. The public can observe the expert witness hearing via the YouTube link on this website.
