On June 2, 2020, Sweetleaf Solar LLC (Sweetleaf) filed a request to build a 94-MW solar electric generating facility to be located in Halifax County and operated as a merchant generating facility. Sweetleaf proposes to begin construction in the second quarter of 2021, with a commercial operation date of as early as the fourth quarter of 2022. The facility would be located on seven parcels of land for a total of 2,895 acres located generally east and west of Justice Branch Road, between Delmar Road and Beaverdam Road, north of Enfield in Halifax County. The facility would interconnect with Dominion Energy’s electric transmission system. Sweetleaf is negotiating to sell the facility’s output to an out-of-state corporate buyer. The facility is expected to have a service life of 20 or more years.

Two hearings have been scheduled in this matter. The first on August 24 at 7:00 pm is for the sole purpose of receiving public witness testimony. Due to the COVID-19 Emergency, this hearing will be held remotely, via WebEx. People who would like to make statements may do so via telephone, but they must register in advance no later than 5:00 pm on Monday, August 17, 2020, by contacting the Public Staff at 866-380-9816. When registering to testify, be prepared to provide your name, this docket number (EMP-111 Sub 0), and your telephone number. People who simply wish to observe the hearing may do so via a link that will be available on the homepage of this website on the day of the hearing. This hearing might be cancelled if no substantial written complaints regarding the proposed facility are filed with the Commission.

The expert witness hearing that had been scheduled for October 29, 2020, has been cancelled and rescheduled for December 8, 2020, at 2:00 p.m. This hearing will be held remotely via Webex. Members of the public may observe the hearing via a link that will be available on this website on the day of the hearing.
