On June 29, 2021, Old North State Water Company, LLC (Old North State) filed a request to increase rates for providing water service in all its service areas in North Carolina. Depending on the community in question, rates would increase by from 30% to as much as 71% from current rates. (See Appendix A of the Commission’s September 21, 2021 Order for a list of Old North State’s proposed rate increases for each of its service areas.)

The Commission has scheduled two public witness hearings for October 7, 2021, the first running from 1:30 p.m. until 4:30 p.m., and the second beginning at 6:30 p.m. The purpose of these hearings is to take the testimony of Old North State’s customers regarding its proposed rates increases. These hearings will be held remotely via Webex, with people making their statements via telephone. Members of the public who would like to testify must register in advance, no later than 5:00 p.m. on October 1, 2021, by contacting the Public Staff via email at ONSWCPublicHearing@psncuc.nc.gov or by calling 919-733-6110. When registering, provide your name, the docket number (W-1300 Sub 60), the telephone number you will be calling from to present your testimony, the time of the hearing at which you plan to speak, and the topic of your testimony. People who simply want to observe the hearing may do so via a YouTube link that will be available the day of the hearing on this website.

In addition, the public can file statements with the Commission via email or by mailing comments to the address below. In either case, be sure to put the docket number of this proceeding in the subject line. After two or three business days, written comments become part of the official record and can be viewed via this website under the docket number.

The Public Staff – North Carolina Utilities Commission is a separate agency that investigates utility matters and represents the using and consuming public in proceedings before the Commission including this one. You can send them a statement or a question by email.

On November 29, 2021, Old North State filed a notice of its intent to place temporary rates into effect while the Commission reviews its rate increase request, which it is legally authorized to do effective January 29, 2022. See Appendix A of the Commission’s December 14, 2021 Order for a list of Old North State’s temporary rates for each of its service areas.

The Commission has scheduled an expert witness hearing for March 8, 2022, starting at 10:00 a.m. This hearing is for the purpose of hearing testimony from expert witnesses, including Old North State and the Public Staff. There will not be an opportunity for citizen testimony at this hearing, but members of the public may watch the hearing via YouTube from a link that will be available on this website the day of the hearing. This hearing will be held in Commission Hearing Room 2115, Dobbs Building, 430 No. Salisbury, Raleigh.
